Oracle Cloud ERP (formerly Fusion ERP) is Oracle's true SaaS suite, born-in-the-cloud and now the platform where all of Oracle's ERP investment goes. The Public Sector variant adds fund accounting, budgetary control, grants management, and the compliance shape needed for US state, local, and federal government use.

Its primary strategic role is as the migration destination for Oracle's massive PeopleSoft install base. Secondarily, it competes head-on with Workday for greenfield large-gov deals. Whether it wins those depends more on the buyer's existing Oracle relationship and their SI (Deloitte, Accenture, PwC) than on the product itself — both are credible.
